visual studio 2012 or after that version supports mvc application, but you should also need to understand razor view, html5, linq for working on mvc.

You can create MVC application in VS 2010 onwards. In 2010 you need to add some updates. I personally like 2013 community edition for learning purpose you can also check 2015. One nice documentation is already available in internet.

MVC doesn't have server side controls, you will have to intermingle dotnet as well normal HTML code to make it work. MVC has a Razor engine which makes it very easy to switch between .NET and HTML code. MVC relies on a routing mechanism to call its action methods.
